Private authority and public policy interactions in global context: Governance spheres for problem solving

Private organizations play a growing role in governing global issues alongside traditional public actors such as states, international organizations, and subnational governments. What do we know about how private authority and public policy interact? What are the implications of answering this question for understanding support for, and effects of, policy development generally? The purpose of this article is to reflect on these questions by introducing, and reviewing, a special issue that challenges explicit claims, and implicit methodologies, that treat private and public governance realms as distinct and/or static. We do so by advancing a theoretical and conceptual framework with which to explore how the contributions to this special issue enhance an understanding about governance interactions across a range of empirical, sectoral, and regional domains. We specifically introduce the concept of governance spheres to capture the proliferation of issue domains denoted by highly fluid interactions across public and private governance boundaries.     

Korea-U.S. relations in the post-cold war world

As a way of conclusion, let me get back to where I started, which is my observation on the U.S. presidential election. Despite the scant attention paid to foreign policy issues, certain common threads seem to emerge in the foreign policy platforms of the major presidential candidates. One is the intention to stay engaged in world affairs in closer cooperation with allies and other friendly countries. Another is the importance given to promoting the values of liberal democracy and market economy in U.S. foreign policy. As a major ally of the United States, Korea cherishes its security and economic ties with the United States and intends to develop these ties even in the post-cold war era. Most importantly, Korea takes pride in the common political and economic values it shares with the United States. Whatever challenges might arise in the days to come, the shared values between Korea and the United states will serve us so that the two countries can continue to develop their relationships in the twenty-first century and beyond.     

Pathways to the Enabling State: Changing Modes of Social Provision in Western Australian Community Services

This investigation of reform of Western Australian community services problematises assumptions about the enabling state. The investigation is distinctive by virtue of its attention to the departure points as well as the destinations in pathways of policy change and its unpacking of three modes of public provision into their three constituent policy elements (funder-provider mix; the nature of agreements between policy actors; and the type of funding relationships). We find first that government had long adopted some aspects of the model of governance associated with the enabling state. Second, we find some path dependency in policy change towards marketisation. Third, we find highly nuanced policy outcomes combining government exploitation of its authority, market innovations and the maintenance of basic network features of the programs.     

An Exploratory Study of Violence and Aggression Against Teachers in Middle and High Schools: Prevalence,Predictors, and Negative Consequences

ABSTRACT

Limited empirical findings suggest that teacher victimization at school is highly prevalent, with detrimental negative impacts on victimized teachers. Given the scarce body of literature on teacher victimization, further research is necessary to investigate its extent, predictors, and negative consequences. The present research, using a representative sample of 1,628 teachers in the southwest region of the United States, indicates a high prevalence of violence and aggression directed against teachers. Also, the research found that teachers’ uncertain and helping/friendly behaviors toward students were significantly related to various types of teacher victimization. Experiences involving the five victimization types (theft/property damage, physical assault, verbal abuse, sexual harassment, and noncontact aggression) are correlated with teachers’ self-reported job performance, student trust, safety at school, and thoughts about quitting. Directions for future research and policy implications are considered in the context of these findings.     

Predictions,Pollification, and Pol Profs: the ‘Corbyn Problem’ beyond Corbyn

It has been noted that UK political punditry has a ‘Corbyn problem’: an underlying hostility to the Corbyn project and its supporters. As the Corbyn era draws to a close, we take stock and argue that the Corbyn problem was never fully ‘about’ Corbyn. Instead, it was the outward manifestation of a conjunction of tendencies present in contemporary UK politics: the prominence of a relatively small group of ‘intensely involved’ individuals driving dominant political discourse; the inability of traditional purveyors of broadcast media coverage to adapt to contemporary political currents and an unwillingness to self-reflect on possible biases in their approach; and the ‘pollification’ of election campaign coverage, aided by mainstream political scientists stereotyped in the figure of the ‘Pol Prof’. Combined, these tendencies are hostile to left-wing political actors and movements. They will not disappear with Corbyn and may even intensify as their structural underpinnings strengthen further.

(1S,2S)-(+)-Chloropseudoephedrine and (1R,2S)-(-)-chloroephedrine are well known impurities of (S)-(+)-methamphetamine synthesized by metal catalyzed hydrogenation of (1R,2S)-(-)-ephedrine or (1S,2S)-(+)-pseudoephedrine. In this report (1S,2S)-1-methylamino-1-phenyl-2-chloropropane is identified as a route specific marker impurity from metal catalyzed hydrogenation method for the synthesis of (1R,2S)-(-)-ephedrine or (1S,2S)-(+)-pseudoephedrine via its chloro-derivative. (1S,2S)-1-Methylamino-1-phenyl-2-chloropropane is a ring-opening compound of cis-1,2-dimethyl-3-phenylaziridine by reacting with HCl in high temperature condition of GC inlet.

The Australian Public Sector and New Governance

The AJPA resumed publishing the Administrative Chronicle in 1996. Each year the editors invite a distinguished writer to contribute an administrative essay reviewing developments in the previous year. They are asked to examine trends and topics of major importance rather than simply providing a chronology of events. In inviting contributors the editors have attempted to incorporate different views across Australia. Previous chronicles have included J Stewart (55)1; S Prasser (56)1 and J Homeshaw (57)3.     

Columbine Revisited: Myths and Realities About the Bullying–School Shootings Connection

ABSTRACT

After the Columbine school shooting in 1999, concern about bullying crescendoed. A prominent belief emerged that bullying causes school shootings. However, many of the beliefs about bullying constitute myths—that is, empirically unverified assumptions. These beliefs ignore critical conceptual issues that attend to efforts to understand the bullying–school shootings connection. In so doing, they likely inhibit progress toward a more accurate understanding of the causes of school shootings and what can be done to prevent them. The authors present this argument and identify recommendations for research and policy.
